Article 1 (Purpose)

These Terms of Service are intended to set forth the rights, obligations, responsibilities, and other matters between Host Center Co., Ltd. (hereinafter the “Company”) and customers (hereinafter “Customers”) who use the services provided over the Internet (hereinafter the “Services”) through the Host Center website (hereinafter the “Site”).

Article 2 (Definitions)

The terms used in these Terms of Service are defined as follows.

  1. “Member” means a user who has agreed to these Terms of Service, has been issued a User ID (unique number) and password through membership registration, and is entitled to use the services provided by the Company.
  2. “User ID” means the unique combination of letters and numbers assigned by the Company to each member, upon the member’s application, for the purpose of identifying the member and using the Services.
  3. “Password” means the unique combination of letters and numbers set by the member and registered with the Company to verify that the member is the person identified by the User ID.
  4. “Login” means the act of checking the details of a service application or a service being used, by means of the User ID and password.
  5. “Withdrawal” means a member’s termination of the use of the Services.
  6. “Dormant ID” means an account that is protected in order to prevent misuse of a customer’s information where the customer has not accessed the Site or logged in for a period set by the Company.
  7. Terms used in these Terms of Service that are not defined in paragraph 1 above shall be governed by relevant laws and regulations and by the guidelines for each service, and otherwise by general practice.

Article 3 (Effect and Amendment of these Terms of Service)

  1. These Terms of Service become effective when posted online on the Site and agreed to by members. These Terms of Service are disclosed by posting them on the Site.
  2. The Company may amend these Terms of Service, to the extent such amendment does not violate applicable laws, where reasonable grounds arise. The amended Terms of Service become effective upon being announced on the Site or otherwise notified to members, and any change relating to the rights or obligations of users shall be announced at least 7 days in advance.
  3. The Company is not liable for any damage suffered by a member arising from the member’s failure to be aware of the amended Terms of Service.
  4. If a member does not agree to the amended Terms of Service, the member may discontinue use of the Services and request withdrawal of membership. However, a member who, despite raising an objection, does not terminate the service agreement within 30 days after the Company’s notice under paragraph 2 above is deemed to have agreed to the amended Terms of Service.

Article 4 (Membership Registration)

  1. Agreement to these Terms of Service is made by expressing, during the membership registration process, agreement to the Terms of Service and the Privacy Policy, and by completing the membership application by providing the information requested by the Company.
  2. A user who wishes to register as a member and use the Services must provide all information requested by the Company (Item 1, “Items of Personal Information Collected,” of the Privacy Policy).
  3. A minor under the age of 14 may complete valid membership registration and use the Services only with the consent of a legal guardian, and the legal guardian may express such consent by attaching a file at the time of membership registration.
  4. A member may use the Services only by providing his or her own information; a member who fails to register accurate information — such as by using another person’s information or registering false information — may not assert any rights in connection with the use of the Services, and may be subject to punishment under relevant laws. Such a member is also liable for damages caused to third parties, and the Company may restrict the member’s eligibility to use the Services.

Article 5 (Protection and Use of Personal Information)

  1. The Company endeavors to protect members’ personal information in accordance with applicable laws. The protection and use of personal information is governed by applicable laws and the Company’s Privacy Policy. However, members must take thorough care to prevent their User ID and password from being exposed to others, and the Company is not liable for information exposed due to a member’s own fault.
  2. The Company may not use personal information provided by Customers for any purpose other than providing the Services.
  3. The Company may not provide personal information provided by Customers to a third party without the Customer’s prior consent, except in the following cases:
    1. Where providing a domain name search service
    2. Where requested by a government agency pursuant to the Framework Act on Telecommunications or other relevant laws, for investigative purposes relating to a crime, or where requested by the Korea Communications Standards Commission
    3. Where necessary for compiling statistics, preparing promotional materials, or conducting market research, and provided in a form that does not identify any specific customer

Article 6 (Notices to Members and Provision of Information)

  1. When giving notice to a member, the Company may do so using the member’s email address, mobile phone number, or landline phone number registered with the Company.
  2. Where the Company must give notice to an indefinite number of members, it may substitute individual notice by posting the notice on the notice board for at least 7 days.
  3. The Company may provide members with various types of information that it considers necessary for the use of the Services, by email, correspondence, mail, SMS, telephone, or other means.
  4. For the purposes of improving the Services and introducing services to members, the Company may collect additional personal information in accordance with relevant laws, with the member’s consent.

Article 7 (Obligations of the Company)

  1. The Company strives to provide continuous and stable Services in accordance with these Terms of Service.
  2. The Company establishes a security system to protect members’ personal information, and discloses and complies with its Privacy Policy.
  3. The Company does its best to operate fairly and soundly, and contributes to the development of the Internet business by maximizing customer satisfaction through the provision of high-quality services through continuous research and development.
  4. Where an opinion or complaint raised by a member is objectively recognized as justified, the Company shall promptly handle it through appropriate procedures. However, where prompt handling is difficult, the Company shall notify the member of the reason and the processing schedule.

Article 8 (Obligations of Members)

  1. When applying for membership or changing member information, a member must provide all information truthfully and accurately based on his or her actual information; a member who registers false information or another person’s information may not assert any related rights.
  2. Members must comply with the matters set forth in these Terms of Service, other rules established by the Company, notices announced by the Company, and applicable laws, and must not engage in acts that interfere with the Company’s business, damage the Company’s reputation, or cause harm to others.
  3. Where a member’s usage information, such as address, contact information, or email address, changes, the member must promptly notify the Company of the change through the applicable procedure.
  4. Members are responsible for thoroughly managing their User ID and password so that they are not exposed to others.
  5. Where a member becomes aware that his or her User ID or password has been stolen or is being used by a third party, the member must immediately notify the Company and follow the Company’s instructions, if any.
  6. The Company assumes no liability for any damage incurred by a member as a result of the member’s violation of paragraphs 1 through 5 above.

Article 9 (Withdrawal of Membership and Loss of Membership Status)

  1. A member may request withdrawal of membership from the Company at any time, and upon receiving such a request, the Company shall promptly proceed with the withdrawal procedure and delete the member’s registration in accordance with the Privacy Policy.
  2. Where a member who has a remaining period of service under use requests withdrawal, the member bears responsibility for any suspension of, or damage arising from, the Services resulting from the withdrawal.
  3. Where a member violates the provisions of Article 8 of these Terms of Service, or falls under any of the following, the Company may, at its discretion, revoke the member’s status and withdraw the member:
    1. Where the member applied for registration using another person’s name
    2. Where the member falsely entered required information at the time of application
    3. Where the member applies for the purpose of violating applicable laws, or engages in such conduct
    4. Where the member applies for the purpose of undermining public order or good morals, or engages in such conduct
    5. Where the member interferes with another person’s use of the Company’s services, misappropriates another person’s information, or otherwise threatens the order of electronic transactions
    6. Where the member engages in conduct that violates applicable laws or that is prohibited under these Terms of Service
  4. Where the Company intends to withdraw a member’s membership at its own discretion, it shall give the member an opportunity to explain before deleting the membership.

Article 10 (Management of Dormant IDs)

  1. Where a member does not use the Services or does not log in to the Site for one year or more, the Company shall separately manage the relevant User ID and personal information as a dormant ID.
  2. The Company shall notify a member subject to conversion to a dormant ID at least 30 days prior to conversion. Where the member attempts to log in to the Site using a dormant ID, the account shall be converted back to an active User ID immediately after verification of the information provided at the time of membership registration.

Article 11 (Disclaimer)

  1. The Company is not liable for its failure to provide the Services due to natural disasters, war, suspension of services by a telecommunications carrier, or other force majeure events of an equivalent nature.
  2. The Company is exempt from liability for damage arising from unavoidable causes such as maintenance, replacement, regular inspection, or construction of service facilities.
  3. The Company is not liable for the reliability or accuracy of information, materials, or facts posted by members in connection with the Services.
  4. The Company is not liable for any failure arising from services provided by operators other than the Company.
  5. The Company is not liable for any disruption to the use of the Services caused by a member’s own fault.
  6. The Company is exempt from liability for any transaction, etc. conducted between members or between a member and a third party through the Services.
  7. The Company has no obligation to review posts prior to registration or to routinely check or review the content of posts, and is not liable for the results thereof.
  8. The Company is not liable in connection with the use of Services provided free of charge, unless otherwise specifically provided by applicable law.
  9. These Terms of Service apply only to members who have entered into a service agreement, and the Company is exempt from any liability for damages, litigation, or other claims by third parties.

Article 12 (Interpretation of these Terms of Service and Jurisdiction)

  1. Matters not specified in these Terms of Service shall be governed by applicable laws and customary practice.
  2. Any dispute arising between a member and the Company shall be subject to the jurisdiction of the Seoul Civil District Court.

Host Center Co., Ltd. (hereinafter referred to as "Host Center" or the "Company") strictly complies with domestic laws and regulations concerning the protection of personal information, including the Act on Promotion of Information and Communications Network Utilization and Information Protection, etc. (hereinafter the "Information and Communications Network Act") and the Personal Information Protection Act. This Privacy Policy covers the following matters.

  1. Purposes of collection and use of personal information
  2. Items of personal information collected and collection methods
  3. Retention and use period of collected personal information
  4. Procedures and methods for destruction of personal information
  5. Provision and sharing of personal information
  6. Companies entrusted with personal information processing
  7. Installation, operation, and refusal of automatic personal information collection devices
  8. Technical and administrative measures for protecting personal information
  9. Rights of users and legal guardians and how to exercise them
  10. Personal Information Protection Officer, consultation, and reporting

Article 1 (Purposes of Collection and Use of Personal Information)

The Company uses the personal information it collects for the following purposes.

1. Performance of contracts for service provision and settlement of fees for services provided

  • Content provision, delivery of goods or invoices, identity verification fee payment, fee collection

2. Membership management

  • Identity verification and personal identification for use of membership services, prevention of fraudulent and unauthorized use by delinquent members, confirmation of intent to join, restriction on membership registration and number of registrations, identity verification of the legal guardian of members under age 14 who joined before this policy was amended, record retention for dispute resolution, handling of complaints and civil petitions, and delivery of notices

3. Use for marketing and advertising

  • Delivery of advertising information such as event notices

Article 2 (Items of Personal Information Collected and Collection Methods)

The Company collects the following personal information for membership registration, consultation, and service applications.

  • Required items: Name, login ID, password, mobile phone number, email, company name, company phone number, service usage records, access logs, access IP information, payment records, business registration number
  • Voluntarily provided information (for service convenience): Address, fax number, phone number, English name/English address
  • Information generated during service use/event participation: Real name, real-name verification value, gender, date of birth, occupation, company name, address, phone number, fax number, English name/English address, payment method information such as bank/credit card details, service usage records, access logs, cookies, access IP information, payment records, records of improper use, user status information, and date and time of visits

2. [Collection Methods]

  • Membership registration via the website, consultation board, and written forms
  • Collection when required information is needed for service use, or through voluntary provision by users

Article 3 (Retention and Use Period of Collected Personal Information)

In principle, personal information is destroyed without delay once its retention period has elapsed or the purpose of its collection and use has been achieved. However, the following information is retained for the periods specified below, for the reasons stated.

1. Personal information retained upon membership withdrawal

  • Retained items: Name, business registration number, ID, email address, mobile phone number, etc. provided by the member
  • Basis for retention: Prevention of re-registration by delinquent users, handling of disputes over rights infringement such as defamation, and cooperation with investigations
  • Retention period: 1 year after membership withdrawal

2. Retention under relevant laws (Commercial Act, Act on Consumer Protection in Electronic Commerce, etc.)

  • Records concerning contracts or withdrawal of subscription: Act on Consumer Protection in Electronic Commerce, Etc. (Retention period: 5 years)
  • Records concerning payment and supply of goods: Act on Consumer Protection in Electronic Commerce, Etc. (Retention period: 5 years)
  • Records concerning consumer complaints or dispute handling: Act on Consumer Protection in Electronic Commerce, Etc. (Retention period: 3 years)
  • Records concerning visits (service usage records, access logs, access IP information): Protection of Communications Secrets Act (Retention period: 3 months)

Article 4 (Procedures and Methods for Destruction of Personal Information)

  • Destruction procedure: Information entered by a member for membership registration, etc. is transferred to a separate database (or, in the case of paper documents, a separate filing cabinet) once its purpose has been achieved, stored for a set period in accordance with internal policy and other applicable laws, and then destroyed. Personal information is not used for any purpose other than that for which it is held, except as required by law.
  • Destruction method: Personal information printed on paper is destroyed by shredding or incineration, and personal information stored in electronic file form is deleted using technical methods that prevent the records from being recovered.

Article 5 (Provision and Sharing of Personal Information)

In principle, the Company uses members' personal information only within the scope of the purposes for which it was collected, and does not disclose it to third parties or other companies/organizations. However, the following are exceptions:

  1. Where the user has given prior consent (Before collecting or providing information, the Company informs the member who the business partner is, what information is required and why, and how long and in what manner it will be protected/managed, and obtains consent; if the user does not consent, the information is not collected or shared)
  2. Where required by statute, or where a law enforcement agency requests information for investigative purposes in accordance with procedures and methods prescribed by law
  3. Use and provision of personal information consistent with the purpose of collection
    • Where a government agency requests domain name and name server information, etc. in order to carry out duties prescribed by law
    • Where a member's information (name, address, phone number) is used for business-related contact

Article 6 (Outsourcing of Collected Personal Information)

In principle, the Company does not outsource the processing of personal information to a third party without the user's consent. Where the Company does outsource personal information processing, it does so in accordance with Article 26 of the Personal Information Protection Act, and publishes the details of the outsourced work and the recipient on the Company's website.

Article 7 (Installation, Operation, and Refusal of Automatic Personal Information Collection Devices)

The Company does not operate devices, such as cookies, that automatically collect personal information generated during the use of internet services.

Article 8 (Technical and Administrative Measures for Protecting Personal Information)

The Company takes the following measures to ensure the security of personal information.

  • [Establishment of an internal management plan] The Company has established and implements an internal management plan for the safe management of personal information.
  • [Encryption of users' personal information] Information is transmitted through encrypted communication channels, and the Company does not collect a separate user ID and password for consultation requests.
  • [Countermeasures against hacking, etc.] The Company maintains technical safeguards, including regular data backups, use of up-to-date antivirus software, encrypted communications, and an intrusion prevention system (firewall).
  • [Minimization and training of personnel handling personal information] Access authority is granted only to designated personnel, passwords are updated periodically, and regular training is conducted.
  • [Operation of a dedicated personal information protection organization] Compliance is verified through a dedicated in-house organization. (However, the Company is not liable for any leakage of personal information caused by the user's own negligence or problems on the Internet.)

Article 9 (Rights of Users and Legal Guardians and How to Exercise Them)

1. [Viewing, correcting, and withdrawing personal information]

Users may, at any time, view or correct their registered personal information, or request withdrawal of membership. (Viewing/correction: "Change Information" on the website; withdrawal: "Customer Center > Service Termination Request Form")

  • Requests to view, correct, withdraw, or suspend processing of personal information are acted upon, and the user notified of the result, within 10 days.

2. [Membership registration of children under 14]

Host Center does not accept membership registration from children under the age of 14.

3. [Withdrawal of transactions with minors]

Transactions with minors require the prior consent of a legal guardian (parent), and transactions concluded without such consent may be cancelled. If the legal guardian requests withdrawal within 7 days after the transaction is concluded, the transaction will be withdrawn (refunded).

Article 10 (Personal Information Protection Officer, Consultation, and Reporting)

Host Center designates a Personal Information Protection Officer and staff to handle inquiries and complaints from users regarding personal information.
